Улла Папе – постдокторант и исследователь в Свободном университете Берлина. До этого она занимала позиции лектора по Европейским Исследованиям в Университете Бремена, старшого исследователя в Высшей Школе Экономики в Москве и постдокторанта и исследователя в Университете Неймегена. Улла Папe изучала славистику, историю Восточной Европы и политические науки в Университете Мюнстера, а также гуманитарную деятельность (Humanitarian Action) в Университете Гронингена.

В 2012 году она получила степень PhD в университете Гронингена, защитив диссертацию на тему взаимодействия гражданского общества с государственными институтами в России и влияния этого взаимодействия на разработку внутренней политики. Ее исследовательские интересы сосредоточены в таких областях как социальная политика, вопросы здоровья и развитие гражданского общества в России и Европе. Список ее публикаций включает книгу The Politics of HIV/AIDS in Russia, а также статьи в международных журналах, таких как Voluntas. International Journal of Voluntary and Nonprofit Organizations, International Journal for Sociology and Social Policy и Europe-Asia Studies.
