Ukraine and Georgia have been at the forefront of the post-conflict management of the internally displaced persons (IDPs) since 2008 and 2014 respectively. Failure to find a durable solution for IDPs indicates an inability to provide human security for those concerned. Georgia has taken concrete steps to alleviate the crisis, while evidence on Ukraine has not been promising thus far. Why have two countries with manyshared characteristics performed differently? By assessing comparatively, the attempts of the Georgian and the Ukrainian governments through the lens of human security, we attempt to shed light on the challenges and possibilities of IDP management.
